According to USCF rules, it is permissible for Tournament Directors to participate in Local events as players.  When a claim or dispute arises and this Director is involved, it has always been the policy of the Charlotte Chess Club to allow an Assistant Director(s) to make the decision. In the case where a player appeals that decision, a committee of other Directors or strong players is formed and they interpret the rule book.
